Surrey adopted zoning bylaw amendments implementing the province's Small-Scale Multi-Unit Housing legislation on July 8, 2024. The City's own SSMUH page describes the new zoning as applying to lots under 4,050 square metres within the Metro Vancouver Urban Containment Boundary, more than 72,000 lots across the city.
Under Surrey's implementation, single-family and duplex-zoned lots are permitted at least three dwelling units, which can take the form of a single-family house with a secondary suite and a garden suite. Lots in Frequent Bus Stop Areas, defined in the City's own zoning schedule, can qualify for up to six units. Whether a given lot lands in the three-unit or six-unit category depends on its size, transit proximity, and other siting rules in the bylaw, so we confirm the specific zoning outcome for each address before designing to it.
On July 27, 2026, Surrey Council approved a review of how the SSMUH regulations are working in practice, aimed at refining implementation while keeping the City's housing targets in view. We watch for the outcome of that review since it can change what is buildable on a given lot.
