    A small city built on a slope

    White Rock covers a small land area, and its development history runs from the waterfront upward: homes were concentrated near the beach until construction began climbing the hillside in the decades that followed. That pattern left the city with a mix of older cottage-scale homes on compact waterfront lots and larger properties further up the slope toward North Bluff Road, with real elevation change between the two.

    That terrain drives the design brief. A lot near the top of the bluff and a lot down near the promenade can call for entirely different foundation and drainage strategies even though they sit only a few streets apart. We treat the site survey and geotechnical assessment as the starting point for every White Rock project.

    White Rock Council adopted Zoning Bylaw No. 2506 on June 27, 2024, ahead of the province's June 30, 2024 deadline, creating three new residential zones that permit gentle density across most of the city's parcels. Under the bylaw, lots of 280 square metres or less are permitted a minimum of three dwelling units, larger lots are permitted a minimum of four, and qualifying lots within 400 metres of a prescribed bus stop can be permitted up to six units with no off-street parking requirement.

    The City's own SSMUH page also flags that existing restrictive covenants on a property continue to apply even where the zoning would otherwise permit more units, so a title search is part of any serious feasibility check on a White Rock lot, not an afterthought.

    Building on White Rock's small lots

    Because White Rock's lots are compact by suburban standards, the design has to work harder to deliver the living space an owner wants within a tighter footprint and, in many cases, a real grade change across the lot. Retaining structure, terraced outdoor space, and a foundation plan that accounts for slope are common on White Rock projects in a way they are not on a flat interior lot elsewhere in the region.

    The payoff is real: many White Rock lots, especially those on the upper slope, look out toward Semiahmoo Bay and the water beyond. We design for that outlook deliberately, glazing placement, deck positioning, and room layout that put the view to use, rather than treating it as a bonus the home happens to have.
